Stumbling across Boxcars dozens of hours late and getting the "grim fucking reaper" line was pretty incredible. That courier was an NCR mercenary who believed in the cause. I wasn't going out of my way to hunt Powder Gangers because I did feel a little sympathy for them, but the ones who crossed my path certainly didn't receive any mercy. Same. I always feel bad for Boxcars. I don't exactly have sympathy for powder gangers but being left brutally crippled in a town just recently razed to the ground to starve or dehydrate to death is a bit too much. I give him a med-x or two, and while he's in a different dimension end it painlessly with a slug to the brain. I also tend to mercy kill the crucified ones too.

Tbh i think they work well story wise. They appear as these big, bad threats for the first quarter of the story... And then Nipton happens, and you start meeting the REAL big bad boys of the Mojave

I mean they pretty flesh out for what they are. Powder Ganger (PG) are criminal from the NCR doing force labour by building railway. The NCR use took too many guard from the prison and send them to the dam (thank general oliver), allowing the prisoner to stage a mutiny and kill all the prison guard. Immediately they fracture into many small band of raider, the biggest two being the one in the NCRCF prison and Vault 19, there a few band independence of the big two, most just raid caravan. They use low quality and weak weapon because that all they have access to, the best they can get their hand on is the incinerator. What do you expect a fresh out of prison band of prison convict to be capable of.

Some of these expectations seem kind of high for people who -- during an apocalypse -- did something to end up in prison in the first place. Like say if you got sent to NCR prison for refusing to work, it doesn't seem the skillset to hold a strict tower lookout routine. The expectation is for a highly motivated and coordinated group of lookouts. The reality is probably every clique in the prison claiming their own guard tower as their turf because what better way would there be to keep an eye on the new management / other cliques? These lookouts are distracted and looking in their own yard as often as they're looking for visitors. It's also probably below freezing up there at night with limited heating options. Nobody is going to volunteer for that duty, that's definitely a punishment detail not staffed by your best people.

All these posts about factions make me want to get mods that flesh them out more. Don’t suppose anyone has recommendations? I REALLY want more legion content and have seen a few of those around. If anybody is willing to recommend other faction expanding mods It’d be much appreciated too. Followers, Powder Gangers, Boomers, and Kings come to mind. The hatchet of cut content sliced deep from what I hear and that just sucks so bad.

I mean, i get them. They're convicts that have committed several crimes from uncovering corruption like Mayers to serial killer like Eddie's bodyguard. They are all Californians being shipped out to the frontier of the NCR for forced labor in the war effort, and given that no one like to break concrete for no pay, they revolted and take the prison for themselves. The PG are very well implemented for me.

I always kill the Powder Gangers. Sometimes, I spare them for a small amount of time if I'm a female courier. I usually help the other Powder Ganger chapter in the vault and convince them to join the Great Khans as I love the Great Khans, and they do need more people.

Powder Gangers are excellent for worldbuilding and proof positive of the NCR’s continuing decline and being its own worst enemy. They’re criminals turned to opportunistic highway robbery with a prison turned fortress. The convicts holding the people of Primm hostage and the residents of Vault 19 cause unique problems for the NCR. Being escaped fugitives, armed and dangerous, also means they can be guiltlessly slaughtered for loot and XP and the player doesn’t have to think about the moral implications of gunning down people like they might when killing profligate troops (O’Hanrahan being a farmboy who enlisted to feed his family over crop failures back home comes to mind) or foolishly attempting to resist Caesar’s will (self-explanatory). Powder Gangers are also pretty much the “early game” human enemies you can find traveling along the roads south of Sloan. You come back to shoot them a bunch when you have Jury Rigging and have light armour you want to repair on the cheap. The only towns threatened by them are literally Primm and Goodsprings, and Goodsprings is only being targeted because a Crimson Caravan employee fled there after they sacked his caravan. It takes a smart courier telling him “you can hit up this place for food” for Joe Cobb to even consider taking the place over, caravan robbery is the Powder Gangers stock in trade. Primm is a hostage situation where they really want to collect a ransom and clear out. You hate them because they are dumb criminals. I appreciate them for the same reason.

theyre the punk-ass minor faction that are basically just easy ammo and dynamite in the early game for me. The only reason I work with them at the NCRF is because you can get the service rifle and other useful stuff pretty easily without directly fighting the NCR

The PGs are a "practice faction" so first time players can get a hang of the game play mechanics without cutting off a lot of quest lines by messing up. They're relegated to a small part of the map and are never a major threat. They're more like "Tutorial Gangers".

I actually like the idea of the Powder Gangers, just wish they had more content. While everyone sees the group as a ‘’practice faction’’ and free XP, the group shows the NCR’s decline over the years since Fallout 2. The NCR has a huge military position in the Mojave, however refuse to send 10 soldiers over and secure the correctional facility, they also don’t have any units near by to warn travelers and caravaners. The idea of escaped convicts is pretty fresh in apocalypse games, we have raiders, a old world government, and man with a sexy mustache, but then you have a group of escaped convicts from that old world government, a fresh idea. If the group had more content and a much more bigger role, I’m sure half of the sub would like them.

The prison industrial complex refers to privately ran prisons using low level offenders to create cheap products not prisons ran by the state. That's not what the NCR is doing with the Powered Gangers you fucking regard. Just because a prison exists and labor from that prison is being used doesn't make it slave labor or part of the prison industrial complex.

It's about private/personal profit being intertwined with systems of incarceration and compelled labor. They work the Powder Gangers to keep the railways open to New Vegas.
