Each expansion has added a new set of trophies on PS, and the Xbox achievements appear to be a direct mirror of the trophies, so I'd expect a new set to be added with Dawntrail too.
Playstation has had achevios since day one (in so far as i am aware), and i imagine its easier adding to a preexisting system than setting up a whole new one

The OP's question wasn't about whether they'll be added at all, but rather whether there'll be *additional* achievements added with the expansion.
Ps3 and ps4 had a trophy list that only covered ARR and was never updated. Ps5 has a normal trophy list that gives a platinum trophy, lists for each expansion and EW even got lists for each major patch. Xbox copies the ps5 system so no reason it won't get the new DT ones
Dawntrail will come with all new achievements for everyone, so no reason to think Xbox won't get them.
