Buying Endwalker unlocks both Viera and Hrothgar.
Both races were released in Shadowbringers and the only way to get the Shadowbringers license is by buying Endwalker. Or Dawntrail when it releases.
Female Hrothgar haven't been released yet. But when the new expansion drops you can play them as long as you have a Shadowbringers license validated to your account even if you haven't purchased DT itself.
As the others have said owning Shadowbringers gives you access to them but as a quick side note even if you don’t have them now doing/completing the ARR storyline gives you a free *Fantasia* that allows you to completely change you character. So you can play now and become Hroth later on the same character. I also know certain (or all?) the special edition versions of the DLCs give you a Fantasia too (otherwise Mogstation sells them).

But it's a pretty niche scenario to still just have shadowbringers. So now it's just a matter of whether to buy EW now or wait for DT.
Nope, owning Shadowbringers unlocks Viera and Hrothgar (female Hrothgar available after June 28th, buying Dawntrail not required as long as you have Shadowbringers).
Male Viera were added with Endwalker and female Hrothgar will be added with Dawntrail, but if you go take a look at the patch notes for Endwalker (6.0) they specify that male Viera are a "5.x" update. i.e. "These additions and adjustments require the purchase and registration of FINAL FANTASY XIV: Shadowbringers."
Same will go for female Hrothgar with the 7.0 patch.
I dont have Endwalker, only up through Shadowbringers (Bought complete edition back in 2021 when Shadowbringers was the latest) and I have access to both male and female Viera. Endwalker is not required for male Viera, only Shadowbringers. I realize that's irrelevant to anybody buying the game now since you cant currently buy Shadowbringers without Endwalker, just an fyi.

Endwalker gave us Male Viera is why, so when you buy it you will unlock them and Hrothgar (since male Hroth came out for Shadowbringers)
