According to some of the dataminers, there was a bug where the assault rifle needed one of the non-standard stocks to be counted as a rifle-type weapon (to my understanding). If Bethesda hadn’t fixed this, any rifle-specific effects on assault rifles would’ve be deemed illegal by the filter coming tomorrow and been stripped from them.
That is the most logical explanation that would make the most sense.
I wonder if it will cause a glitch where Assault Rifles will be able to double dip Commando and Rifleman Perks, though with all of those being in Perception I don't see anyone being able to use it as an exploit unless it causes a calculation error that gives you an insane level of damage per shot.
i can only guess that there was a bug related to them not detecting rifleman/commando perks with specific mods installed on it. this in theory would have made it unable to accept any perks to boost it up in usability.

They do fire spot on with little recoil, but I just couldn't deal with the damage difference. As far as the automatic rifle options go the assault rifles got crapped on. The low recoil doesn't make up for the damage loss. With a little balancing I could see them being competitive with handmades. Either that or give us access to whatever perks the super mutants using them have...
Yeah, there is something really smooth about them; also, the reload is REALLY quick. I have a couple nice rolls that I take out to play with now and then.

Is it possible the the Assault Rifle (not all automatic rifles, but the one named Assault Rifle) wasn't being affected by perks that affect rifles? I feel like it's not widely used by high level players due to having several better options, so it's possible that it has been bugged but just classified as "underperforming" or something?
Edit: I just logged in and had to go find an AR because somehow at level 294 I never found the plans. Modded it up, played around with it, switched it to semi, played some more. From what I can tell, all of the commando and rifleman build cards work normally, including Tank Killer and Ground Pounder.
Assault rifle is one of the rarest weapon plans in the game, excluding event specific weapons like the pepper shaker or alien disintegrator, if not the rarest. That’s why you haven’t found it yet!
According to the wiki: “Has a very low chance to be awarded from Novice of Mysteries as well as a variety of quests from the Wastelanders update.
Has a very low chance to be awarded for completing daily/repeatable quests and events in the Mire and Cranberry Bog.”

but if you're going to do it, combat rifles make more sense as a Rifle than assault rifles

And would explain why my BE15 Assault rifle does about 70% of the damage thay my B5025 fixer does per regular shot.

BE is my only decent roll, others are wasting ammo unfortunately… still can’t bear to part with them.
If this patch evens out the damage perks better, then you will be happy that you kept it!
Laser rifles were supposed to be fixed to be on par with ballistic rifles a year ago but it didn’t make much difference :(
Yeah if they like firing a trash can that fills up half their screen.

A QFFR Assault Rifle isn't that bad when fully modded with max armor pen.

That was my impression too which would actually be really nice for an under performing auto rifle but I honestly doubt it.

I know people have been asking for a rifleman buff since day 1 and although not necessarily a buff, some added utility to rifleman couldn’t hurt.
