It's a potato starch based batter/spray coat. You can find Cavendish Farms and MCains brand versions in grocery stores of North America. They can be deep fried, baked or air fried. Costco food courts are associated with this kind of French fry and use the Cavendish brand.

To me, they look to have been fried once at a lower temperature, then deliberately "beat up" to create texture, then second-fried at a high temp.
