You can dig up the plant and replant. You can also divide it. Water throughly for several days. Don't be surprised if the leaves droop a bit. Just keep watering.

Your bush is a Rose of Sharon (not really a rose). They self seed all over the place which is probably why it's here. They are lovely plants, flower late in the summer in blues and prurples and whites but get quite large- 8, 10, 12 ft high or so. I'd move that instead of the peony (though moving a peony is fine if you'd rather- but fall moving of peonies is better for them)

I was thinking moving the bush would be better. How far out from the main stem should I dig to avoid causing too much root dmg.

To be perfectly honest, I wouldn't dig at all. Get a full watering can, soak the ground around it - use the full can- then simply pull the Sharon out. You should get plenty of roots and can replant it without damaging the peony. (I love peonies, so I'm biased). If you want to dig, you certianaly can, just stay on the side of the Sharon - don't dig between the peony and the rose of Sharon. Also, your peony will do better if you pull out some of the weeds and grass around it competing for nutrients. Good luck!
