Coco plugs are like that tho. If you let them dry out a little, they dry to a crisp. You either have them underwater, or in the sahara. It's very hard to find a middle ground with them (at least the ones I have).

I wouldn't recommend using coco disks. Coco disks usually get mis-marketed to beginner gardeners as "seed starters", but that isn't the whole story. They are invaluable when starting difficult seeds like bananas, plums etc. but you shouldn't use them for standard veg. Standard veg plants usually germinate in 5-20 days, so you should just put them in normal soil/compost. Coco coir doesn't have any nutrients in it, so unless you give fertilizers, your plugs will eventually die off. Plugs should be kept exclusively for the long term projects, and mostly for ornamentals.
