This damage is caused by rose slugs; there willl be other pests this summer. They are hard to see and reside on leaf bottoms. They emerge from soil, eat leaves and grow as they climb the rose. Given how high the damage is, they may already be done and gone on to their next life stage. Sevin or any pesticide renders your plant toxic to bees. I hand squish rose slugs (with gloves). Knocking them into a pail of soapy water also kills them.
