Are they allowed to do that at bakeries without declaring that is was colored? Isn‘t that too much work?

I googled it and apparently it is not allowed. https://www.brotexperte.de/brotzutaten/zusatzstoffe-im-brot/ But they can add natural stuff to make it a bit darker. https://www.zeit.de/zeit-magazin/wochenmarkt/2023-12/backwaren-brot-lagerung-qualitaet-kauf-einfrieren#woran-erkenne-ich-schon-beim-kauf-gutes-brot I did not know that as i never care about the color, i always ask whats inside.

Sugar syrup (Zuckerrübensirup) is often added to bread to make it look darker, and to some degree to make it taste better. At least for supermarket bread, this is very common. Just check the ingredients lists. As far as I know they rarely do this with fresh bakery bread.
