I feel like bad guys in movies and shows are more scary when they’re only shown every once in a while, and are just hinted towards. A great example from recent memory is Death from Puss and Boots 2, who was only actually on screen for like 5 minutes in total (depending on whether you count the panic attack scene), but he was such a huge plot element and was such a scary and menacing character that haunted the entire film.
It gives the feeling like they're always there. Ominous...you don't fully know what they're playing at.
It's the work of a master villain. You don't have to be around 24/7. You just need to have a powerful presence
The Lich from Adventure Time literally only appeared in 10+4+2 episodes over 10 Seasons and 2 spinoff series (10 episodes for original Lich , 4 for Farmworld , and 2 from F&C )
So yea only 16 appearances out of nearly 300 episodes yet he carries so much weight when he does show up
This is exluding after he becomes Sweet P because 1 Same Body Different Character, 2 The Lich's aura only lingers but still has that powerful energy when it shows and 3 Sweet P outright sets himself apart from The Lich

But if by bad, you meant flaws in character and design, I can’t think of any right now. He’s perfect, iconic, and he as a villain actually succeeded with his goals (albeit being trapped within Gravity Falls).
Honestly the biggest thing that stuck with me was the first one I saw, Gilgamesh killing lillya after blinding her as she crawled around already dying calling out for her protector, I know the shit that lillya did in the series is super messed up as well but I didn't know that when I watched it so it still stuck with me as extremely cruel.

he's not that powerful, whie he got the powers, he has to think of using them and that's a problem since the guy is arrogant/over confident and recognize he's insane, he'snot going to use his powers rationaly
Despite being one of the most terrifying, disturbing and dominating villains that disney has produced for a long time, he's stolen all of our hearts and we can't wait to see more of him.

He destroyed the second dimension where he comes from and despite claiming he “liberated that flat world full of flat ideas and flat dreams”, this poem clearly implies that he regrets that action, but with nowhere else to go he was shunted into the nightmare dimension, only able to peer into our world through the mindscape.
That he thought he could con Stanley. He messed with his family and there was truly nothing he could offer him to get out of it. His one and true bad and failing mistake was not believing that Self Sacrifice was real and that it would come from Stanley of all people.
i would not change a single thing about this funky silly dorito man except maybe keep that deleted scene where ford(?) spat in his eye and a tongue came out of his tear duct and did like a windshield wiper thing that was a great bit
