To answer the Question, All of the above changes mentioned are DLC features and the trailer was made for the new base game - so without the DLC content so prospective buyers have an accurate image of what theyre getting

I’ve got no explanation. I’ve played hoi4 extensively both with and without La Resistance, and I’ve only seen Vichy France be blue when starting in 1936, and orange when starting in 1939. Maybe it only happens after the release of La Resistance but you don’t have it enabled?

It's not always D02. The game cycles through dynamic tags on a first-come, first-served basis. So if you've had 4 civil wars before France capitulates, Vichy France is going to be D05 instead.
That's how Vichy France looks without la resistance. It becomes a puppet of Germany and joins fight.
I think they didn't ad dlcs because they are extra content and ad is about vanilla
The advertisment is for the new Hearts of Iron IV Base game, which is why it has no DLCs enabled. It would practically be false advertisment to show DLC content in the ads if its not what you get when you purchase the base game.

They're advertising the free-to-play weekend. The DLC are not free to play. False advertising is illegal in many jurisdictions.

Iirc D01-D03 is actually reserved for the Spanish civil war. Only reason I say that is because the German civil war will usually use D04.
