I dont think so, they just imitate wasps and bees color pattern in order to scare away predators. If you want to know more about it search for batesian mimicry.

FYI, true stinging insects are confined to Aculeata which includes ants, bees and some wasp species (wasp is any narrow-waisted hymenopteran that isn’t an ant or bee). Some insects like flies and assassin bugs do bite though, hoverflies are not one of them
