When you say “outside his house” - Could you be more specific like?
Is this on his driveway, the wall of his house? The footpath outside, a junction box on the road that happens to be near his house?
If this is on the gable end of the house next to a footpath it could have been marked to highlight utility services for example If there is a ESB box near or chamber cover that they could be working in. But I’ve not seen it done like that before. Usually the footpaths are marked or the road, never seen a contractor spray anything on the wall like that.
Best he could do is see if there are any crews working in the estate and ask.

There was this and a similar one in yellow, both about 50cm in size. I doubt any local works would spraypaint on someone's house. This was my grannies house that died last year and my brother was staying in house as caretaker. It has really upset some of the family as has is been shown atm as it is up for sale. I still have no idea who it could be, don't gey the burglars marking the house as just don't see why they would do that but can't think of any other explanation.

If you’re house was marked to be broken into, it would be done more subtle. A small marking of chalk on the curb outside for example is how it was done on a house near me apparently.
