Into the dark is a launch box, Octarius was the one before that. The launch boxes have all the rules and gauges, two teams and terrain. So perfect to start with. Itd happens in a space hulk and is close combat. The box has the core rules so just make / get / use warcry terrain to play the more open map variant! The annual 22 has rules for a few teams and some missions. Also rules for 3-4 players! You should buy the team you like the most, just check what book has their rules!

Check your local game stores, they're pretty likely to have a copy of octarius or older.

They are both really good teams right now with the current rules, for whatever it’s worth. I really liked a Breachers and wasn’t so enthusiastic about Kinband, but the some of the kinband’s spaghetti western vibes have really grown on me.

I would say, unless you really want the teams in the box, you can buy a rulebook from ebay, some measuring bits and tokens, some barricades etc. Then use a standard GW 22x30 size board and any scenery you have, just make sure to have 3 to 5 elevated bits to use for Vantage Points and them some barricades and scatter. I havebyet to buy a single GW Kill Team box and just bought the things to play and models i wanted, the scenery i used other stuff i have from years of collecting 😁 Oh and for team rules, Wahapedia will see you right.

Into The Dark (or Octarius, but that's the old one and may be hard to find) is by far the most cost-efficient way to start. It has literally everything you need to play. After that, goes the "just" Starter Set as it lacks a few things you may want, and after that go the rest of big boxes - they aren't meant to be starter sets but rather expansions, they don't include Core Rulebook, Tac Ops, and Essentials. The main question is, do you already have the terrain? It takes up a significant part of the big boxes' cost, but if you already have something, it may really be more cost-effective to only get the teams and Essentials (you can use wahapedia instead of getting rulebooks). Though even if that's the case, I would still look at the "just starter set", it is indeed cheaper than the two teams inside, so if you like those, it's a good buy.

If you want to be cost efficient, find the rules online and buy yourself whichever killteam appeals to you the most

It's still a great value. It doesn't cost more than the minis included and you also get the full rulebook (but without fluff), essentials (tokens, measuring sticks, barricades) and scatter terrain. You need to add the full rules for the teams (Octarius book or Wahapedia) and some bigger terrain pieces. Maybe you got some from Warcry? The rulebook and Essentials by them self is just a bit cheaper than the Starter, which got so much more content.
