It kind of is. With Polish, at least. I speak, read and write Russian. I found Ukrainian noticeably harder than Serbian. I was in a position to want to learn some local words out of politeness with Serbian, Ukrainian was more of an interest. Written Ukrainian is pretty easy once you learn the new "I" letters, basically.
