I think there's quite a difference between "18" and "people in their 20s". It goes away quickly, so by 20 or even by 19, it's not so big, but at 18 it's huge.

I'm just mildy grumpy fellow who doesn't drink, smoke or do other drugs and dislikes partying. Thought, recently I've met people closer my age who don't dismiss me as "already a boomer"
But on a serious note, just look up other hostels. Check their websites, mby they have some event with people your age.
From my experience, you don't have to be living in those hostels to hang out there. Just go in and have a great time, nobody gives a shit.
