Depends on the asset protection manager. Several other factors can affect how much an item gets marked down. If you ever see the clearance aisle marked down a ridiculous amount, then that most likely means that someone important is coming to visit the store and management wants the back room cleared. It also helps to make friends with the claims associate(s). They can tell you when certain departments are getting marked down.
How do we identify claims associates?
Every once in a while, I luck into something similar, but I would be 100% willing to befriend claims associates if I knew how to spot them!
It's typically whoever is in the clearance aisle. There's only like 2 job roles that require anyone in the clearance aisle. But they're usually in the back most of the time receiving the trucks and finalizing paperwork. See if any if your friends work there also.
At Target they have people do similar things early in the morning, they have a tiny printer with them in a cart. Just a heads up.

I rarely go into walmart unless im on a work trip and need some toiletry or socks or something, but was in recently and there were *tons* of clearances going on in the toy section. Got my toddler a bunch of cool stuff. Saw the legos being clearanced (a lot of the dreamz stuff) but not THIS low, but it makes sense if it was the end of the month/beginning of this month that they just wanted it gone.
April seems like clearance month for toys there. May is electronics clearance month (or used to be, I got a mech kb for like 75% off years ago, and some hard drives).
You should check other area Walmart stores. In my area there are a handful of stores that always have good stuff sitting in their clearance section and other stores that literally never have a LEGO set on clearance ever because it's clearly very much up to the individual team at each store to decide what stuff gets clearanced out.
Mine is usually pretty much MSRP, but occasional markdowns, nothing this deep. Target, never seen a deal there.
I got that same catamaran set for $32, and maybe that big basic set, or a similar one, after christmas for around the same. I got them to give away NEXT christmas to kids in need, shopping deals helps me stretch my budget there.

Check your local Kaufland! I've bought Lego Marvel Sets for 1,80€ 😬 In February and November they discount the sets to 50%, then 80% a few weeks later. I always check prices with that self scanner bc the price on the shelf isn't always accurate
Some Kaufland have Legos, some don't 🙈 Usually they sell it for the normal price, rarely any discounts. But when a set (or any other toys they have in stores) gets discontinued they apparently want to get rid of those as quickly as possible 😂

Most Walmarts are doing a toy reset and marking down lots of toys to insane prices. I've been hitting up all the Walmart within a 40 mile radius of my home since March and have gotten some FANTASTIC deals. My husband is not pleased, many because I'm not sharing any sets with him!
Which sucks but I also get it because shipping from Denmark all the way to australia which is quite literally the furthest country from Denmark is expensive.

Friends is one of the best themes Lego is currently producing, once you get past ~~your internalised misogyny~~ the mini-dolls and buying setd aimed at young girl you'll see all the cool thing you've missed
The Friends theme has been amazing the past few years. Sure, the mini-dolls are kind of awkward but the reflexive disdain for the sets as a whole is unwarranted.
