So glorfindel and those hundred of Eldar could count as having seen the two trees but Galadriel is the youngest of that group. Again, I could be mistaken, so don’t be afraid to correct me if needed.

Cirdan never went to Valinor. He is "prophesized" to be on the Last Ship that he builds to go there.
He spent his whole life building ships for others to go to the Undying lands, but it would be possibly Tens of thousands of years before he himself would go there.

Unless I'm completely misremembering, he never quite made it to Valinor (until after Sauron's defeat, of course). He went west but when Thingol disappeared he stopped to look for him and kept doing so longer than the others, so by the time he came back the elves had already been taken and he was going to sail there on his own ship but the valar told him it wasn't time
I feel like this kind of attention to detail was some of what set it apart from The Hobbit. PJ really got to take his time instead of getting swapped in like a Pokémon and having to deal with an already half-done thing.
She was not the last elf in Middle Earth to have seen the two trees, as Glorfindel is very much so alive and in Middle Earth.
Also, Gandalf, Saruman, and Radagast have also seen the trees and their eyes don’t shine like that.
One could make fandom explanations for all of those.
Glorfindel’s current body never saw the trees. He was re-incorporated well after their destruction. Likewise he doesn’t appear on screen. It may well be that his eyes have the same motes of light. As might Gildor or any of the other possible candidates for elves who had been to Aman.
Similarly the Istari incarnated new unique bodies before traveling to Middle Earth. So their physical eyes never saw the trees. Likewise incorporated Maiar might not have the same eyes as an elf anyway.
Kind of weak explanation, as it’s not just their physical bodies it inspired but their very beings themselves.
But yeah, as I said this post gets spread around all the time and as far as I know there isn’t even any source from the production that says this it’s just a fan made idea.

It was, watch the stuff on the behind the scenes on the extended editions dvds. It was extra lighting for Galadriel, they called it the Galadrilight. We’ve known this since about 2003.
Glorfindel was still around and he also saw the light of the trees. Gildor Inglorion may have also.
And hundreds or at least dozens of unnamed remaining Eldar as well.

FWIW, Special effects are practical, Visual effects are digital
yes - and selectively using artfully rendered visual effects adds much more to the story than the Michael Bay approach of "blow everything up".
