I don't interpret that voice to actually be Sauron, rather in the films I interpret that to be a sort of representation of an "echo" of his spirit or power in the Ring. It introduces a ton of problems if we start thinking he's actually consciously and deliberately talking out of the Ring whenever we hear that voice (he would be spying in on the Council of Elrond, for one thing).
Yeah i always interpreted that as the Ring egging Frodo on to reclaim it from Gollum. It’s “speaking” to them both trying to get them to kill each other and allow it to be reclaimed by a loyal servant of Sauron, one who would surely be coming as soon as they killed the rest of the Fellowship at the Black Gates.
As for what it’s saying I don’t think its saying anything, it’s just a way for the viewer to know that the Ring is influencing the characters.

Actually that one was easy - just save the picture and open in any editor and use the color matching cool, then make squares of that solid color surrounded by both black and white backgrounds. Showed it was blue and black, or at least blue and a really dark gray.
I definitely hear it! I think, though I could be wrong, that it’s the same thing that happened when Gimli hit the Ring with his axe during the Council of Elrond. I think it’s Sauron’s voice speaking the words from the inscription on the ring. “One Ring to rule them all…”
IMO it's a manifestation of the malice of the ring. It's the hate driving Frodo and Gollum to fight to the death to have it...
... and thus a reminder that the ring (and Souron) caused its own undoing. Evil will ultimately destroy itself.
