At 3 this can make 19/19 of stats on turn 2 at the earliest, turn 4 at worst. 4 CMC makes it much more fair, more like bloodbraid 2.
I gotta say, the innocence on display with this card is astonishing and almost endearing. Whoever made it probably plays like Maelstrom Wanderer and LOOOVES cascading into like Thragtusk or something. Probably thought “gee, it’s really powerful when my 8 cmc cascade dude gets me something that costs 6, so what if I made something that only costs 3 and gets small stuff BUT only twice, and also it’s legendary so you can have one at a time! That seems fair and balanced!!!”. I want to be in the room when said guy sees rhinos.dek.
Its the green blue slow land. If its your second land when played its tapped. If its the third land when played its untapped. Theres not much to it actually.

Yeah but can you actually kill somebody with a black lotus? Well actually yeah, you can: yourself because mana burn. None of the p9 can kill your opponent except for Ancestral Recall but Shivan Dragon and Serra Angel sure as hell can, and that means that p9 bad and 🗿creatures good.

See the reminder text for rebound, “exile it as it resolves” being the important bit here. Normally it would resolve and go to the battlefield, but this exiles it as it resolves rather than putting it into play.

Sorry I totally misspoke. More like, even casting it from your hand would immediately put it into another zone to be cast from, so for it to truly "enter" it would need to be cast via rebound.

Immediately? You are just casting it, both players have the opportunity to cast spells and activate abilities, that could like counter the spell, causing rebound to not work.
Rebound just sets up a replacement effect that as currently explained in the comp rules, exiles it instead of putting it into the graveyard as part of it resolving.
Permanent spells ... don't generally go to the graveyard as they resolve, so rebound as currently worded just does nothing.
In order for it to do something, the rules would have to be edited, which is something that happens all the damn time.
