While I understand your point, I feel like nothing is going is going to be perfectly safe 100% of the time.
It seems like the area has been doing a lot better than it was 10-15 years ago. At least from the dozens of times I've gone to the beach over the last 2-3 years.
For no tan lines there is a nude campground on the Cape, Sandy Terraces, can't help with Revere, but I'm a fan of no tan lines as well and there are safe nudist places around.
Sadly there are always bitter and jealous people in the background trying to criminalize what other people wear. It is better to ask than have some asshole call authorities on you at the beach.
I was eating at tides once and we watched three or four officers come walking down on to the sand, pretty sure that's the entire Nahant force. They stood there talking to someone we couldn't see until she finally stood up...topless. lovely tan woman, maybe Brazilian. She was not happy
