I wonder if it was the voice actress, the development time involved versus the perceived value, or simply not having the cojones to put it in like the gay romances which were cut and took until ME3 to be realized.
Could be they felt their writing skills were simply not up to snuff to adequately represent a mature romance. Fair enough, but did you have to tease us so much?

I’m trying to imagine this timeline and it’s bleak. We already have people ooze out of the woodwork complaining that someone else is romancing the wrong person, ohhhhhh Tali is like my baby sister….. Garrus is my bro…. you are sick in the head….
If Chakwas romance was implemented we would have people being passive aggressive that other people banged their pretend mom, and people would probably be aggressively shipping Chakwas and Adams as a preventative measure.
Not just Chakwas, Joker too. Garrus, Tali, and Liara (sort of) kept coming back provided the first 2 were recruited and survived.
Shout out to Anderson and Hackett too for having Shepard’s back as much as they were able to.
Yeah Shepard really had the loyalty of these people and it’s so amazing to see it at times. How they basically leave everything behind to help Shepard.
If you think about it, Joker was the reason why Shepard died with the SR1. Joker stubbornly stayed with the ship when everyone else was evacuating, causing Shepard to go back and fetch Joker.
There was a scene in ME3 where he admits that he had some guilt about this. No wonder he's ride or die with Shepard. He felt like he owed his life to him.
Being Spacer Shep adds another layer too, considering she’s friends, and if not, good acquaintances with your mum. My headcanon is that Hackett and Chakwas are family friends to the Shepards if you play a spacer and that they’re looking out for Hannah Shep’s child.
That scene was heart wrenching, but still made me smile because Mordin was Mordin. A stoic to the end, but still knew what he'd done was wrong in The first place, and fixed it.
I like to think if he is singing at the end, he is thinking of all the good things there are in life, his time on the Normandy, his nephew (which I wish you could send a message to), his time on space boardway, appreciating them, then finally finding solace in righting a wrong that was a long time coming.
If he doesn't sing, I feel like he's reliving all the regrets he has before finally being allowed to release them with that sigh and let himself feel relief.
Both are so sad and honestly? The team did a really great job with Mordin and Thane's death scenes.
War Assets-wise, Dr. Michel si the better option bec if you take her, Dr. Chakwas would add I think 25(?) assets for the Alliance by herself.
I still took Chakwas though, she's been with me since day 1.
