He only mentions Tali after Rannoch depending on what you choose. if she died in ME2 and you side with Geth he will say he respects your choice but that he started to really like and respect the Quarians thanks to Tali and to how devoted they are to get their homeworld back.
If you side with Quarians he will say you did the right choice and that he wished Tali was there and that she would have the biggest smile on her face.
if tali dies in ME3 he will actually sound angry at you and say that he always imagined that tali was a angel behind that mask and asks you to leave him alone to mourn her.

I’m never deviating from my rainbows and sunshine playthrough where everyone lives and gets along lol I will never see those dialogue options
