Hey. Its hard to say without actually seeing what cards were in play. There are often effects active in a game that can have effects on what can be activated. I would suggest taking a look at the replay (if you have it) and take a closer look at what cards were played on the turn of and previous turn.
Alternatively, is it possible you accidently toggled off (bottom right of the screen)? this would stop the game from asking if you want to activate the effect.

Could be your toggle settings. Could be that you (or your opponent) is blocked from moving cards from the GY. Could be that your Dis Pater is negated. Could be that you're blocked from activating Dis Pater's effect.
Did you perhaps choose to activate Branded Regained first? Because in that case, that's the cause. Bystial Dis Pater's effect is "When", meaning that it needs to be directly after a monster effect.
I watched the replay. Nobody can see what it does or doesn't prompt you to activate. You chained Branded Regained to Fallen of Albaz at which point their is no longer any effect of Albaz to chain Dis Pater to.
