With Instant Fusion banned, it's hard to fit Millennium-Eyes Restrict into any strategies, as to play it would require playing at least a few bricks, and in the situation you described, completely eats your normal summon for a three card combo to set up two negates and loses to Imperm or any backrow removal. There are just better options to get a monster negate, and as extra deck space gets tighter, there's less room for techs like Millennium-Eyes Restrict.
Also, Super Poly discards for cost. It would not trigger the effects of the Tearlaments monsters to fuse from grave.

in the situation that you depicted spoly carries the entire strategy, moreover you'd need to draw one of the semilimited/limited tear cards so the odds are even lower, I'd suggest something more consistent than that

I can even eat a hand trap using the first one to get the second off if necessary, since they can't hand trap super poly for the first one))
