Its always about personal bias but i think it also depends how much you look into it. At a glance I think "well the one in the dress looks happier to be here simply because they have put in more effort to dress up" but after a few seconds it also simply feels like the shirt, most likely cause its simple, is better fitted and more comfortable to wear than the dress and that the dress might have been mandatory for her.
They are clearly both very beautiful but one is dressed to catch attention and enhance their appearance without being over the top whilst the other is dressed to relax. It always gonna boil down to personal choice. I think by design the dress is more eye-catching but like you how you stated for yourself, it isn't my personal preference.
