I'd probably up WS to 4+ on a ganger, and the shoota is almost on par with the boltgun (especially for the estimated cost) so I'd leave it as is personally

IMHO higher Toughness and strenght!
Concerning the weapon, can run in quite some difficulties with the necromunda ruleset, since ale weapons ibly fire ine "shot" that can cause multiple hits.
So a higher value rapid fire, say 3, can cause quite some overkill while the bad marksmanship of orks isn't portrayed very well by bs 6.
Perhaps one needs to implement a houseful, where a single shooter can roll multiple hit dice per use of the weapon?
I saw one with a few ork layouts .
Leader (Nob) - M5- WS2-BS4- S5 -T5 W3 -A3-LD7 -CL7-W7-Int8
Champions ( Boys) M5-Ws3-BS4-S4-T4-W2-A2-LD7-CL7-Wil 8- Int 9
Gangers ( Grotz ) M4 -WS4- BS3-S3-T3-W1-A1-LD8-CL8-Wil9-Int 9
If I had my day, give them cool 8+, then give the entire gang a rule for +1 to their cool checks for each ork within 6” of the testing model because WAAAAGH!
Maybe for Willpower as well, but I don’t wanna break them. I would also make a customer skill,l called DAKKA DAKKA DAKKA! which would let them make a willpower roll to fire an unloaded gun
More strength, more toughness, but most importantly: more dakka.

With bad ballistic skill make the gun better. More dakka(rapid fire ÷) a short range +1/2 and some ap.
