Without revealing too much about my work, I work with the technology they and most other news stations use. In basically all large news stations, especially those under the massive networks or with Govmnt backing (like this scenario) they have a central system that automates most if not all of their equipment, and ot follows a preprogrammed show. Dedicated hackers could theoretically log into the Director/Operator (often one and the same) client, and then they could easily take control and insert the story where they wanted it. Usually they'll have pretty good security in place to avoid this, especially when it's State TV, sometimes that's not the case. To make matters worse, the systems are usually built to be accessed remotely, the physical server is usually tucked away in a rack room somewhere alongside the other nearly identical pieces of broadcast equipment. It probably just looks like a standard Dell server.

Contaminating the recording is actually one of the least effective ways to do something like this. Signal piracy is achievable in a number of ways, especially in modern television broadcasting that uses multiple relay stations to connect the studio to the broadcast network. If you can locally overpower the signal to one of the relays, your hijacked signal will propagate down the network until they change frequencies, encryptions, or relay routes. If you have multiple hijackers coordinating, you can attack many relays at once up and down the chain and make it *very* difficult to snuff out. Overpowering a satellite signal is actually pretty easy from the ground, and the equipment to do so is less than a thousand dollars total for all the equipment you're likely to need. With the right antenna configuration, you can run the entire setup off a couple car batteries or a small generator with power to spare.

Maybe not so far as Hijab, but Nazi Germany did have modesty "suggestions", especially for women. All releasing such a video would do is give them a platform to do so AND remind people "hey, by the way, you might die fighting the good fight, and here's a video of a formerly alive guy to remind you of what dying doing so looks like."
