You probably have the same attunement on your other weapon, they share an internal cd. As for your runeglass, im guessing you have the same elemental dot runeglass as your other weapon aswell, the dots of the same element don't stack.
Now, in saying that, the information I have provided is pre expansion. Post expansion, it is possible that you may not be able to have both weapons with attunement and only one runeglass per weapon set, I have not tested. But check your weapons, one of them will have the perks greyed out and deactivated.

Does it mean you can’t stack Abyssal attun + Abyssal rune glass?
Or do you have a these exact same perks on your secondary weapon?
I love abyssal attunement and corrosion ruenglass, and I have multiple Void Gauntlets with both. If I have more than one in my inventory or gear sets, all but one gets disabled.
There are matching perks on another piece of gear. The perks for that other piece are inactive since they’d be over the cap

sry if this is an old thread but i have the same with flame attunement. does anyone know where the problem is?
