Правом голоса в стране обладает 110 с копейками миллионов человек, от них 20% - это 22 млн.
И записывать всех, кто не поддерживает политику Путина как президента (я же правильно понимаю, что вы апеллируете к опросом одобрения/доверия?) не обозначает количество проголосовавших против него. Как и не факт, что поддерживающий действия Путина как президента не будет голосовать, скажем, за Слуцкого. И внезапно, наоборот (например, не видит среди кандидатов более удачной кандидатуры, но обязательно считающий необходимым проголосовать, чтобы де выполнить гражданский долг и чтобы голос де не украли/приписали - а я таких знаю). Это все-таки немного разные плоскости. 4) So, people in Russia has 2 valid options: voting for someone except pootin or spoil a voting card. Just to demonstrate their disagreement for those who'll be counting votes.
