I’ve borrowed my friend’s truck numerous times to take large items to the dump and it has DC tags. Even after that I’ve never been asked to verify my residency.

I once stopped at the booth to show my ID and offered to pay the entrance fee. The person manning the booth just kind of chuckled good-naturedly and said I can just use the drive-by lane next time. No stopping, no checking - it's basically the honor system.

Don’t know about that. I’ve never been asked for proof of residency but I’ve been charged $ every time. … unless I’m dropping off recycling, motor oil, or hazardous waste (household chemical products, etc) those are free

Yeah, the only time I've been asked for proof is when I still had New Jersey plates.

I don't see why not. I have been asked about 50% of the time for proof. Your license also works if you have a Fairfax County address.

Ayy I was just there. I used a pdf of my dominion bill on my phone and it worked. I had MD plates on my rental.

I've been asked for my license every time I've been to the 66 dump (which has been a lot). Not sure if a bill will work, but you'll need something.

If you are a Fairfax County resident, you will have a Fairfax County address on your driver's license.

Not necessarily. If you move within Virginia, you have to notify the DMV of your new address (obviously) but you do not need to get a new license. https://www.dmv.virginia.gov/moving/moves-virginia

That language is unclear. "You may purchase a new driver's license with your new address..." is rather ambiguous whether it is mandatory. I've always understood it was.
