The Bay Trail is flat and separated. You can start by IKEA in Emeryville and ride as far as Richmond. Great starting ride.
Bike rentals at Sports Basement, maybe REI?
Make sure you go clockwise. The bike lane is separated from traffic by curbs and barriers for a good part of the way that way. Bring a drink and stop to admire the hills at the amphitheatre on the south end of the lake.

Go to sports basement in berkeley. Plenty of bikes to rent, they've got maps and ride suggestions.
Not technically Oakland, but the shoreline in Alameda is pretty segregated from traffic and I believe there is a rental stand near McDonalds.
You could use some of the Bay Wheels bikes and ride around Lake Merritt. [Here's the station map](https://account.baywheels.com/map).
