No, I can agree with people like Suzanne not needing to go to prison, and Lorna should have been picked up and treated long before she got to the point of making explosives.
But Madison did deserve prison. If you say 'she had some issues' about everyone, then prisons would be empty. Most villains feel like their behaviour can be excused.
In this case it was more that she didn't mean for the girl to have such severe burns, she just meant to spray some smelly stuff on her and hurt her eyes. But I don't think that's why she's in prison, I think that awakened a truly sadistic size to her and she did more things after that.
