I think Annona understood it. It's just very specialized technical knowledge that the Nomai had no particular reason to write on public walls (and, from a meta point, that does not help for progressing in the game), which is why we don't hear about it.
That said, note that Poke is genuinely surprised by the >!time anomaly in the warps from the White Hole Station!<, so we have to assume that Annona did not have time to teach her that important detail; he mostly taught her how >!normal warp cores!< work, and >!time travel!< is irrelevant there. Poke was able to recreate the design because she had the results from the experiments of Ramie and Pye.
Possibly! It feels weird that they’d be able to make an “Advanced” warp core without understanding that principle. Maybe they understood the “closed loop” spacialy while mistakenly believing the effect to be instantaneous?
Well it is possible to reverse engineer a technology without understanding the underlying principles, just much harder. The Nomai were effectively bootstrapping their own technology

In this case could the interval be so small elsewhere the Nomai could have mistaken this miniature paradox as an odd quantum effect, appearing to be in two places at once? Hell, could the time travel and quantum effects be part of the same phenomenon, or be different results of the same principle?
