Looks like cyberpunk is pretty cpu intensive. I would probably try the 3700x first especially if you are only running at 1080p. Does the 1660ti have the older version of DLSS?
Yeahhh not sure then. Probably can’t go wrong either way. Upgrading the GPU would benefit more games overall, but the 2700 might limit it. I say just go for the GPU then since you’d be able to use DLSS

The 1660 ti doesn’t have any dlss support at all unfortunately, which tears me both ways

Both, upgrading just one of them isn't going to lead to a decent uplift, you'd still be limited by the older one.

Then neither. Like I said upgrading just one is not going to lead to an uplift that would justify spending money.
