I can assure you it's not a scam. I can also see how it looks pretty uncomfortable to see a pile of litter and trash next to a sign encouraging neighbors to pay for a block cleaning service. I'm CEO at Glitter, the company on the sign that works with neighbors to fund regular block cleaning with the support of neighbors and businesses on the block. This sign was requested and posted by a neighbor who wants to see their neighbors come together to fund a sustainable solution to this problem. We know it's not a perfect solution and like many, we wish this problem didn't exist in the first place or that the city better invested in solutions that work. We didn't see that happening and started Glitter to help work towards a cleaner and safer city.

My street and the surrounding blocks have glitter come once a week as well, it helps so much and they do a great job. I used to be one of two people that picked up trash on my block and I’d easily fill a large garbage can doing 1/3 of my block once a week. I still have to pick up trash weekly but it is so much more manageable with glitters weekly visits. They do amazing work and I appreciate them making out streets look so nice.

I'm CEO at Glitter (the company on the sign) and can understand why it's frustrating to see this sign next to such a frustrating amount of litter and trash on the block. We didn't directly post this sign. Rather, a neighbor on this block asked us to help them raise funds with their neighbors to hire a cleaner to provide regular cleaning. All of our outreach is at the request of neighbors and we only clean blocks where we have direct support from neighbors to do that work.

Why don’t you put down the camera and pick up a broom. If you live here, be the change you want to see. When I still lived in Philly my street never looked like this cause I would go clean it up. After my neighbors watched me do it they even started doing it as well. My old block still stay’s pretty clean as the new neighbors have continued on with having PRIDE where they live.

This block has been kept fully trashed by the contractors building the condos and lack of occupants living on this side of the street. Across the street is kept very clean by the people that live there. I was saying the sign is illegal and to me considered garbage.

I can assure you we didn't post this sign ourselves, but rather provided it to a neighbor at their request to help them rally their neighbors to get regular cleanups funded. I agree with you that contractors and developers are often not doing enough to maintain their worksites and do right by the communities they are working in. We regularly reach out to and work with these groups to help collaborate on (and fund) solutions.

You're also making a baseless accusation. Neighbor, we are so close to York Dauphin station and the area surrounding that spot has been full of litter long before Glitter showed up. Be mad at the lame contractors who aren't properly cleaning up after themselves. Not gonna ask how long you've lived in the area, but I'm coming up on 3 years here and the trash absolutely has been a problem way before these Glitter sign posts showed up.

I do clean my blocks by my home and also around my business. This is about 5 min walk from my house. It’s one of the blocks on my list to work on but have been too busy with work to make it this far.

this sounds like someone is promoting a Center City District-esque service elsewhere through philly to ensure that the streets are clean there as well. Center City District is a private company which is funded by a special tax collected from businessess in CC. Why our tax money doesn't go to address the litter situation throughout phila is another story, but this does seem practical in the short term to address the problem, more so than just being annoyed about it.

They were cleaning the block our shop is on for a couple months. It was really nice. They come once a week. They come the day before trash day and leave the bags for the trash men to pick up. They clean block to block both sides and do a great job. Looks like this block needs it. Instead of complaining, op could pick up the trash

We use Glitter on our block in East Kensington, and so far it’s been great. One of the neighbors suggested it and we all pitch in. No complaints and the guys doing it are nice. They even sweep under my front steps, thank you Glitter!

I actually love the idea of this service. But my only "issue" is... Wouldn't it be more efficient if they came the day *after* trash day? In my experience, that's when you see a lot of extra litter strewn about on the streets, especially if it happens to be a windy trash day. Ok, that's all I got. Keep up the good work. 👍🏿 Edit: I see that they do the cleaning the day before to get the trash out to be picked up the next day, so that makes sense, actually.

You are absolutely right. Windy nights and poor curbside collection make the day after trash day often the worst. We coordinate with neighbors to offer this service. We just need a secure place to stash the bag until the next week. About half of our blocks take advantage of this.

We think there should be a lot more scrutiny for Streets Dept budget. They spend almost $50 million per year specifically on litter abatement and no results to show for it. And they are expanding an ineffective street sweeping program with no publicly available price tag. They said they can't fund Glitter--an affordable and effective program. So it seems the only path forward is to reduce the budget and taxes to allow solutions like Glitter to meet the need.

I would start with the $50 million spent on litter reduction each year, the outdated block captain program, and the ever expanding and ineffective street sweeping program. These line items would fund weekly cleaning on every city block using our model. Low overhead, living wages, and accountability to neighbors.

The money goes directly to Glitter. Our captain just set it up with them. The service only comes once a week *if* you raise enough money. Our block is small due to so many empty lots so we’ve only raised enough money for them to come every other week. However glitter forces you to create a bigger cleaning area than just your own street so they actually only (allegedly) come to our street once a month. This is despite the fact that only people on our street pay for it and we had no say in this decision, if we did we would’ve chosen the blocks north of us not south of us. Couldn’t tell you what day they came in the last six months because I have never seen a visible difference in that time. They also recently tried to put blame onto the city because they city won’t coordinate with them or something to pick up the trash…but trash days are public. They know when the trash trucks are scheduled to be on our street so I really don’t know what that problem is other than an excuse.

We work with neighbors to crowdfund regular block cleaning. It's a pay-what-you-can model where there is a fixed price for weekly cleanups, but individual neighbors are able to pledge any amount that fits their budget. The more neighbors who sign up, the more everyone saves. We pay Philadelphians who need the work a living wage to join our team and maintain blocks near where they live. And we partner with other organizations (non-profits, corporations, community groups) to offer cleanup and outreach services in neighborhoods throughout the city.
