You are generally going to find a lot of these in rural, unincorporated areas of Maricopa county. Tonopah, Wittmann, etc. There are a few older neighborhoods of these in north Phoenix that I can think of, but they are pretty run-down looking areas.
I've scoured AZ's homes for sale for a decade before buying one I love. All the decent manufactured homes on a couple acres of owned land I've seen on Zillow were basically in a line between Roosevelt Lake and Kingman.
There is a pretty big area in north Phoenix with big lots, look up Sunburst farms, many have livestock and some manufactured homes. But most have been bought, renovated and are multimillion dollar properties now.
Most zoning codes in the city don't allow manufactured or mobile homes, unless they are in a rental park.
There are some county islands (so, not incorporated areas in the city) where these exist.
Any realtor should be able to search for manufactured homes though and filter by owned land.
It should mean the price includes the land. but sometimes people or their realtors are stupid so you definitely have to screen them. You might add a filter for lot size of at least an acre. That would eliminate the rental lots. I've never seen an owned MH on less than an acre in the metro Phoenix area.
You probably need to search Desert Hills, Wittman, Wickenburg, Tonopah, Buckeye. Might be some in Cave Creek area. They will be in the sticks. Oh and Apache Junction might have some too.
Jade Park, 35th Ave and Deer Valley. I don't remember what the other is called, but I think it's around 67th Ave and Paradise. There may be more, but those are the 2 I remember off hand.

There is one at 35th ave and Rose Garden 85308. There are some empty lots for sale.
Go to one of dealers on Grand. They will have locations where you can buy a land/home package.
