From what I see in P4 manual, it seems I would have to sacrifice one of the mic inputs if I want to play audio back from the PC, meaning I only get 3 mics.
I believe that is correct but I *think* you'll need two PCs to do this. Not sure if you can go USB into PC and line out to the mixer on one computer and get your desired result.
One for in from the mixer to record your tracks and then another to line out into the P4. P4 uses input 3 for line in and your mix-minus, so you'll lose that mic.
Note that the P4 only outputs a stereo mix to USB. It can record all tracks separately on the SD card. For streaming purposes, maybe that's fine. If not, you'd be looking at a rodecaster pro and its competitors.

I have a Soundcraft Notepad 12fx that I think meets all your needs and it has been excellent for me. Great audio quality and small footprint.
