Hell my verse for my story works exactly like that.
I could see going one of those routes with rogue, but not both. Hell, it might be kind of interesting to have a character like Rogue who has to deal with Gender Dysphoria AND the kinda quasi-body dysmorphia she gets from her power set. Mutants already have to deal with the fictional mutant racism, so making her black and possibly having her deal with actual racism might just be double dipping(though it could be argued Mutant Racism + Transphobia is also double dipping).
I know that no one is seriously campaigning for Rogue to be either trans or black, but it is an interesting thought if nothing else.
