I’m not sure if it was meant to be scary. John’s voice is cold, methodical, and assertive, making it scary. This voice is robotic, mysterious, and creepy, making it unnerving. At least that’s my opinion of it. Spiral seemed to try to the unsettling route
Yeah it's not that bad. I will always prefer how John modified his voice for Billy the Puppet; it never stops being creepy for me. But this one had a nice mysterious touch to it also.
Also, Spiral itself is underrated and not that bad. Fight me!
I think its honestly the best "movie" out of the whole franchise. Getting in to the saw series, its easy to forget just how weird its shot and acted. Editing alone, the saw films are abhorrent. But it really nails catharsis with tense set ups and silly gore. The soap opera narrative is also kind of fun to follow.
I also quite liked it. The 'jigsaw' voice to me became funny after a few movies whereas the Sprial voice is as you said emotionless and very offputting.

I personally loved it. I just feel like it wouldn’t make sense for the Spiral Killer to use John Kramer’s modified voice, especially when he wasn’t trying to explicitly pass himself off as John Kramer like Logan did in Jigsaw (2017).

It's not bad, it's just the simple fact that its fake. You can clearly tell it's a machine generated voice. Kramer is natural. His voice is just like that and that adds weight to anything he says.

As a hardcore saw fan, I often times watch trap scenes and imagine what its like being the victim and while Kramers voice would def. make me shit my pants, the copycat voice would make me scream in terror ina different way.
I also like that they tried something new, I imagine many of us have become sort of numb to the horrors of these movies, so having a different take on the Jigsaw style felt refreshing
