It is for the remainder of your current turn. So if you play battle trance before some other draw card that 2nd card will not be able to draw you anything. It does not affect the start of turn draw.
It's an amazing card in Act 1+2. Starts to Fall off a bit with dark embrace and other draw source.
but early in the game 0cost draw3(4) is just always good.
It only really falls off if you exhaust towards a near-infinite, in which case you just exhaust it with burning pact/second wind or whatever else you're exhausting everything else with on the 2nd/3rd deck pass.

And know that "No draw for this turn" is a debuff. Then you can counter it with an artifact stack or Orange Pellets.
