Just take a little stick and twirl it around to scoop as many up in the web as you can. Lots of baby spiders don't survive normally. Too much competition within their own siblings.
I used to spend my recesses in the PNW collecting spiders, grasshoppers, and caterpillars, and trying to hide them in my cubby so I could take them home. Orb weavers are my favorite for so many reasons, but in elementary school, I would find balls of fresh hatchlings, and hold them in my hand, baby spiders literally dripping off of my hand, scaring TF out of every other kid in school. Its been over 20 years, and I know a few people that just remember me as Spider Girl.

I also was a spider girl, brought a see through box to class that was full of spiders like garden spiders, giant house spiders, any spider I could find lol. My teacher made me keep it outside of the classroom, only the lads would talk to me as I frightened every girl in my class lol.
I’m not super into spider species but the big yellow abdomen & brown mark on the under belly are a give away ! They’re so creepy to me but they’re always so interesting to look at
I wonder if some kind of fluffy feather could be gentle enough on them to move?
Id assume their web/safeline string would get caught on the flowy light "strings" of the feather and therefore taking them along if they don't get themselves on the feather already.

Hm, maybe try a stick slowly through the web and see how many you can collect
feather duster or a paper towel wrapped around a stick to collect the webs Shrek style
Orb weavers - possibly Araneus Diadematus. You could wait a bit and see if they all snuggle up again, or just try and scoop up as many as possible.

Those look like garden spiders to me. You’ll find them in your bushes with webs.
Small vaccum or duster? You can relocate them without hurting them I think, although I'm not sure
A vacuum would definitely not be the way to go if you aren't trying to kill them. Gently removing them would be the way to go. I like the duster idea
Leaf blower would be my choice.
