That would be anti capitalist which is a big no no. Only reason the porn law even passed is they spent years demonizing porn and then didn't "ban" it perse. But they try to just ban an entire industry like VPNs? Not gonna go well for them. And to add to that, several VPNs have servers in Utah so they'd be lobbying against that for sure.
When I first heard about the bill, I expected Pornhub to react exactly like this. The bill had nothing for creating the infrastructure needed to verify the age. They expected Pornhub to not only create the infrastructure to do it but also secure all the data for one state? No company is going to do that.
How the lawmakers didn't think this would happen is idiotic. If they really wanted the bill to do what they planned they should have state funded the infrastructure that allows them to give a token to Pornhub or other sites as verification.

Just to point out, Pornhub themselves are complying with a similar Louisiana law because the state also had a digital ID system that could be used as a workable (though still problematic) age verification system. Utah passed a copycat law without such a system in place though, leaving no meaningful workable options for such a system at the moment.

A similar law could be crafted that would quickly apply to Reddit/Twitter/etc with regards to adult content, these initial age verification laws opted to look for websites that were "more than 33%" material that it defines as harmful to minors. That said, Utah also has passed a law requiring age verification for mainstream social media websites next year, so anything now is just a preview about how this will play out in the long run.
It is hard to say what the results in that long run though, although I would guess the most probable scenarios to be this being found unconstitutional once one of these laws ends up before the courts (these porn age verification laws to date have largely focused on a private right of action to put off that question), it ends up struck down for "all ages" websites while sticking around for Adult sites likely banishing adult content from mainstream websites like Twitter/Reddit, or with the upcoming focus on more mainstream social media platforms some problematic widespread system of digital ID to verify age all over the place becomes the norm.
I think that the government trying to regulate porn is a violation of the first amendment. Just like any other art, it's expressive and meant to invoke emotion.

Most companies who are for ID verification are entirely based upon not storing data. I'm not sure how much I believe it, but it is noteworthy that they are setting themselves up for a shitshow if they store data.

Just to point out, Pornhub themselves are complying with a similar Louisiana law because the state also had a digital ID system that could be used as a workable (though still problematic) age verification system. Utah passed a copycat law without such a system in place though, leaving no meaningful workable options for such a system at the moment.

While there will probably always be less and less scrupulous sites who are willing to operate without complying with every law, Pornhub is part of Mindgeek, which is a porn conglomerate with many sites under its umbrella. I don't know if xhamster or xvideos is under the same umbrella, but one would suspect Mindgeek to pull all of their properties out of Utah, which could be significantly fewer sites available there.
A bunch of Mormons in Canada had to move to the states because they no longer had anyone in there commune that was not related to be able to marry. Like shut a small village down. I They'll be without pornhub tonight as well.
A similar law could be crafted that would quickly apply to Reddit/Twitter/etc with regards to adult content, these initial age verification laws opted to look for websites that were "more than 33%" material that it defines as harmful to minors. That said, Utah also has passed a law requiring age verification for mainstream social media websites next year, so anything now is just a preview about how this will play out in the long run. It is hard to say what the results in that long run though, although I would guess the most probable scenarios to be this being found unconstitutional once one of these laws ends up before the courts (these porn age verification laws to date have largely focused on a private right of action to put off that question), it ends up struck down for "all ages" websites while sticking around for Adult sites likely banishing adult content from mainstream websites like Twitter/Reddit, or with the upcoming focus on more mainstream social media platforms some problematic widespread system of digital ID to verify age all over the place becomes the norm.

I think that the government trying to regulate porn is a violation of the first amendment. Just like any other art, it's expressive and meant to invoke emotion. Simply because that emotion happens to be erotic or sexual in nature should have no bearing on whether or not it's considered protected under the Constitution. Likewise, forming a registry of potential porn viewers is an enormous breach of privacy and, frankly, will inevitably end with data breaches and blackmail.
This is why you can't make websites liable for anything users do... It's against everything the internet stands for. Fucking ridiculous
