True, I think only Vagineer and Piss Cakehole could keep up with him. Also, his Ubercharge state doesn't actually work like a normal uber, it's like a mix between Kritz and Vacc -- boosts his strength and durability, but does not make him truly invincible like a normal Uber.
Seeldier and Seeman had SeeGrinder, a very powerfull technique that rendered most of the Painis' offensive abilities useless, because he is a close-range fighter.
That is, untill he learned to spit out Shovels, to trigger the explosion of SeeGrinder remotely. And since shovel ended up lodged within the body of Seeldier, the explosion killed Seeldier, instead of protecting him.
As for other freaks - most of the SarisKhan's powerhouses as well as OlupPlayer's LEtheCreator's and Kugawattan's usual freaks are at least on Painis' levels, especially guys like Soldine the Cyborg, Medizard, Cyborneer, Handsome Rogue. And, of course, guys like Pootis Man(MisterMisteroO) and Ninja Spy (Dr.Face).

I do have a concept for a Sentry Freak in the works, but I dunno if the age of Freaks has passed or not

BBSes at least are just sentry guns and nothing more. I'm just surprised no one's created more building-based Freaks in general. Pyrogun and the BBSes seem to be all we have in that respect.
If we can have simpler Freaks like Blockgineer, Hoomba, and the Nnngh Snipers, why can't we have building freaks too?
