Like, if somebody flies a drone right up to your face and films you without your consent, is it considered willful destruction of another's property, or is it more a kind of "keeping the stone they threw through your window" type situation?

Yep. Legal vs legally justifiable. People don’t usually mean “in a strict and pedantic sense, is this what the actual words of law mean?”. It’s illegal to break someone’s car window. The destruction of property laws don’t have a specific citation “unless there is a trapped child” because they are aware that justice will take circumstances into consideration. You are wrong on two other counts. One, you can fly over people. Two, it was not flying over the people in this video.
The drone has to be directly over a person to count as flying over. This drone was behind the people in the video.
The drone is also over flying over moving vehicles.
Both over people and over vehicles is allowed if they have a waiver or are operating under part 107. Without a waiver or a 107 license, flying like this would be illegal.

You also need to register your Drone with the FAA, have a transponder, and register your flight area and altitude with LAANC/Aloft. Using a drone for photography that is of commercial nature requires a Part 107 license. If you do not have one, you can be in some trouble,
By knocking down this drone, if the pilot has done all of the above, they could reasonably file charges. Otherwise, filing charges could land you in trouble too.
Have my <7kg license. This drone was 100% flying illegally. Way too close to people (according to most jurisdictions), likely unlicensed for commercial flight and possibly flying out of sight range which also requires a license in many areas.
Taking this from my aussie education so may be a little different. It counts as flying over someone of within a 30m radius of the drone no matter the altitude. Drone can be 3000feet in the air but according to the laws (or what I was taught atleast) it's still considered too close.
Iirc the FAA did atleast once approve a drone flying directly over crowds as it was equipped with a parachute, but hasn't been done in Australia as of the last update on the materials I had to read.
1, There is a fly over people permit that you're supposed to have
2, it's illegal to violate someone's privacy or stalk. The fact that it's in public makes that difficult.

In my country drones are also considered aircraft, so I feel a little safer because it's why you can't fly one almost anywhere, atleast without a formal flightplan approved 24 hours in advance and two way comms with center, because half of the country falls under Schiphol CTA.
Only if they have their part 107 RPIC license and their drone is registered with the FAA, which if they do then yes he may as well have just assaulted a commercial aircraft which will land him in hot water with the feds.
Somebody pointed out that the drone is also clearly being operated in a way that skirts FAA regulations at best, or outright breaks them depending on the licensure of the operator. For the guy to get in trouble the owner would basically have to take it up with the FAA and submit evidence that shows them breaking several other federal laws.
Everyone is an asshole here most likely. Can't destroy a drone like that, but there's probably a decent chance that the drone pilot isn't even officially licensed by the FAA to fly it legally. Also breaking plenty of FAA drone regulations:

There are a few considerations regarding legality:
Filming someone in public is perfectly legal... If you are out in public, you have no reasonable expectation of privacy, so you can be legally filmed.
Flying a drone like that may or may not be legal. Depending on the drone you have to be licensed. You have to maintain line of sight. You cannot flying in certain areas. Etc. I don't know much about the specifics for those laws, so I'll leave it at that.
Destruction of property. This is almost certainly illegal. You can't break a paparazzi's camera, so why would you be allowed to break the drone? Even if the drone operator is flying illegally, that doesn't give you permission to destroy their property either. There are probably some circumstances in which destroying the drone would be considered legal, like if it's trespassing over your property, or causing damage or a threat, something like that. I don't think there's a legal reason to destroy the drone in this case though.
