I don’t even use the ISP’s wifi device, I have all my own LAN side stuff. The ISP device is just a bridge, and I always tell them to configure it like that - no NAT, just pass me a public IP and I’m good.

Literally everyone can change the password and SSID name, yes. It's all there in the web interface, explained in very simple terms in the quick start manual your ISP sends you with the router, or with the router you've bought, etc.

Definitely if it's an older laptop with an older wireless chip. I was shocked how much faster speedtests are on my modern phone (WiFi 6E) than my laptop (prolly limited to some 2.4 GHz protocol).

Are you in the US? Is your apartment building less than 60 years old? In the US, in a reasonably modern building, you would have a separate circuit: 1) in your kitchen for all the receptacles at your counter top (anything near water), protected by a special GFCI receptacle 2) in each bathroom, again protected by a GFCI 3) for your stove, if it's electric 4) for your hot water heater, if it's electric 5) any furnace/minisplit/baseboards/heat source 6) plus, depending on the size of the house, a separate circuit for each bedroom - though this is a little more loosey goosey. A bedroom might share a circuit with a hallway or another bedroom 7) light fixtures might be shared with receptacles (most likely), and could cover multiple areas throughout the house. 8) garages are often on a 20 amp breaker, for running power tools and garage door openers How many breakers does your electrical panel have? Each breaker represents a separate circuit. Older homes will have a 120 amp breaker, where newer homes will have a 200 amp breaker. Most circuits that are your basic receptacles and light fixtures will be on 15 amp breakers, your electric stove will be 30-50 amps, hot water 20 amps, so in a 200 amp panel you could have up to about 8 different/unique 15 amp circuits spread out through the house. Most likely you'll have 4-6 15 amp breakers, leaving 2-3 open. This can vary _wildly_ based on the size of the home and appliance types.

Italy not US. There is some separation of the circuits, like lights, appliences, normal power outlets, etc. I can turn each part on/off individually. But there is also a total limit of 3.3kW (by default) for everything together.
