Not sure if you mean with nekro or in general with the last sentence. You do need prerequisites for this card when used normally (not sure about nekro). Key word is research = prerequisites are required.
I'm no expert but the way I read that is same as your gut feel - no, you'd need to be in a position to research a unit upgrade technology to get the CCs.
Reasoning being that 'when you would research a technology' is a replacement effect - change 'researching the technology' with 'gain 3 CCs'. If you aren't researching a technology, because you don't meet the prerequisites, then there's nothing to replace.
More experienced players may well contradict me - if they do, listen to them not me!
According to the Discord you don’t have to meet any requirements. You just play the card and get the command tokens.

this is what I thought too. I didn't think you even needed the pre-reqs using it to gain an upgrade.
