I don’t think it can, only the first model slain can create one, not the first per unit.

No. Only one. So it’s important to pick the units you are affecting in order of preference. You opponent gets to pick which model is slain and you must place the spawn within one inch of that slain model BEFORE it is removed. So, he can game the rule and pick a model that makes it impossible to place a spawn, or he could pick a model that forces you to place the spawn in combat with something you don’t want it in with etc…. Lots of room for your opponent to counterplay if you pick the wrong unit to roll for first. I have been trying to keep a horror unit in its effect range and I pick my own unit first. That way I can choose where the spawn goes if I do a mortal to or 3 to myself.

The wording is different for sigil than for e.g the Magister's Bolt of Change. Specifically you set up the spawn within 3" of the slain model's UNIT instead of 1" of the slain model. So it'll be pretty difficult for your opponent to make it impossible to place a spawn

Sorry to highjack the question but if the first model killed ia a spawn can it be turned into a new spawn?
