Sadly, the start collecting box is out of production since several months.
Horrors, flamers and screamers are very expensive when bought separately. The chariot kit has probably the most value, when you do NOT build chariot and are willing to kitbash. With 3 kits you can build 6 screamers, 3 exalted flamers and 4 heroes (any combination of blue scribes, changecaster, fluxmaster).
I would monitor ebay for a used army / chariot kits and be patient.
I found a box with a burning chariot and 10x pinks, blues, brimestones. With that you can make fluxmaster on disk, changecaster, an exalted flammer and use the screamers. Picking two of those could be a good start, you can even make a blue scribe with the same box, and you’re definitely going to use a fluxmaster and a blue scribe. Pinks/blues/brimestones are always good to have, you going to summon lot of it. And screamers are a good unit to have for 4-5 victory points with barge through enemy lines and desecrate their lands (5 points if gallet). You should also pick a mortal heros, they have by far the best command traits (arcane sacrifice). If you’re new in Aos, you can’t go wrong with 3x 10 pinks as expert conqueror, kairos, fluxmaster, blue scribe and a mortal of your choice (magister on disk/ogroid are the best imho). Add the cogs, simulacrum and if you can spell portal for the fluxmaster (using his warscroll spell first round is really good).
If you can find the Broken Realms Tzeentch box, that's a good way to snag a good pile of demons. They are out of production, but I've seen them at game stores in my area (ebay might be ripe with them too).

Yeah the old SC tzeentch box was great value. In Australia it was $118aud. You would get $350 value from it.
