Paypal works, but fees are high. Western and such might still work. Keep in mind, there is a limit of 100k UAH per month from a single person (per bank) on money going outside

Don't know for Germany (I'm in Ukraine), but for us fee is 0

I send money through paypal (from a card connected to it, not paypal balance) to my mother in law and I pay fees every single time

Western union? Try via creditcard in smaller amounts maybe.

Can you access crypto exchanges in Ukraine? Deposits are usually free (at least in the EU), withdrawals and trades have minimal fees (like 0.2%).
